- Description: The shopping rules change on 1 November, two new districts have opened around the big stations, and the best autumn evenings are new ones. What is actually new in Tokyo, where it is, when it opens, and when to skip it.

**Quick answer:** The biggest change for visitors is tax-free shopping: from 1 November 2026 you pay the full price, tax included, and get the tax back after Customs checks the goods at departure, within 90 days. New places worth a detour are Takanawa Gateway City, fully open since 28 March 2026, and TOFROM YAESU beside Tokyo Station, open since 10 September. For evenings, Zen Night Tokyo runs in the Tokyo National Museum garden until 6 December and Tokyo Ramen Festa runs from 30 October to 3 November.

**Key takeaways**

- **Tax-free is now a refund.** Purchases from 1 November 2026 are charged full price; the refund follows a Customs check before you check in your bags, within 90 days, on at least 5,000 yen per store per day.
- **Two new districts by the big stations:** Takanawa Gateway City (fully open since 28 March 2026) and TOFROM YAESU at Tokyo Station (10 September 2026), plus a renewed Gransta Tokyo inside the Marunouchi gates.
- **The new autumn nights are ticketed:** Zen Night Tokyo in Ueno costs 4,200 yen for adults; Ramen Festa entry is free but each bowl is a 1,100 yen ticket.
- **Your phone does the queueing:** timed tickets, booking pages and restaurant waitlists all assume you have data in the street.

You know the shrine, the crossing and the tower. What you do not know yet is that the shop counter will charge you tax this November, that the best new dinner street is now inside Tokyo Station, and that the most talked-about evening this autumn is a meditation night in a museum garden. Here is what is genuinely new in Tokyo for autumn 2026, with the areas, hours, prices and an honest line on when to skip each one.

## What changes for shoppers on 1 November 2026?

Japan swaps its old over-the-counter tax exemption for a refund method. According to the Japan Tourism Agency, anything you buy from 1 November 2026 is charged with consumption tax at the till, and the shop or its refund operator pays it back once Customs has confirmed at your departure airport or seaport that the goods are leaving Japan. Purchases made up to 31 October stay under the old system.

- **Minimum:** 5,000 yen or more, tax excluded, per store per day.
- **Deadline:** the Customs procedure must happen within 90 days of the purchase.
- **Timing:** do it at the airport terminal before you check in your luggage. Checked bags cannot be pulled back for inspection.
- **All or nothing per receipt:** if one item from a receipt is missing, none of the goods on that receipt qualify.
- **Food and cosmetics** you open and use in Japan do not qualify. The sealed-bag rule for consumables is gone.

**Skip the hassle if** your haul is small: under 5,000 yen per shop per day there is nothing to claim, and a refund you have to queue for at the airport is worth it only on real purchases.

## Which new districts are worth a detour?

### Takanawa Gateway City

JR East fully opened this redevelopment on a former rail yard on 28 March 2026, and expects around 100,000 visitors a day. It sits by Takanawa Gateway Station on the Yamanote Line, which makes it an easy stop between Haneda and the city. The pastry counter worth knowing is Patisserie Asako Iwayanagi on the third floor of NEWoMan Takanawa MIMURE, where the Takanawa-only Arome, a white chocolate sphere with banana cream, costs 1,598 yen. **Skip it if** shopping malls are not why you came: this is a polished new district, not old Tokyo.

### TOFROM YAESU and the new Gransta

The 51-storey TOFROM YAESU TOWER opened on 10 September 2026 at the Yaesu side of Tokyo Station, with 68 shops and restaurants opening in stages. For a late night near your hotel, Yaesu Highball Bar on the first floor is open from 11:00 until 5:00 the next morning Monday to Saturday, and Yaesu Kitchen until 23:30 daily. Inside the Marunouchi ticket gates, the B1 floor of Gransta Tokyo reopened on 16 September with 26 shops, including the first A Bite Coffee and a Hobonichi Techo store. **Skip it if** you are not passing through Tokyo Station: Gransta is inside the gates, so you need a ticket or IC card tap to reach it.

## What is on after dark this autumn?

| Roppongi Art Night | Roppongi Hills, Tokyo Midtown and venues | 31 Oct from 17:00 to 1 Nov 6:00 | Many programmes free, some ticketed |
| Koishikawa Korakuen night opening | Next to Tokyo Dome City, Suidobashi | 13 to 24 Nov, 18:00 to 21:00 | Special night ticket, buy in advance |

Zen Night is the one people are talking about: sound art and a corridor of spider lilies in the museum garden while the leaves turn, with a separate 30-minute Brainwave Zazen session (5,600 yen, timed ticket, 20 people per slot). **Skip it if** you want a quiet garden: Friday and Saturday evenings are the busiest. For Ramen Festa, go at 11:00 on a weekday and pick shops from the official list before you arrive, because the ticket line is where the time goes.

## Which new sweets are worth the queue?

Two openings Japanese food editors keep listing. Neither publishes queue times, so a weekday morning is your best chance.

- **Nina The Ritz-Carlton Tokyo,** Tokyo Midtown 1F, Akasaka: French pastry chef Nina Metayer's first shop in Japan. The flower cake is 2,200 yen, the chestnut and red sweet potato Mont Blanc 1,900 yen.
- **PRISMIC,** VORT Shibuya East II, Shibuya: opened 8 August 2026 by a Tokushima patisserie. Its Rendezvous, a walnut, caramel and chocolate cake inspired by mooncakes, is 3,456 yen for three.

**Skip them if** you came for old-school wagashi: these are luxury French-style boxes, priced like gifts.

## How do you stay online for all of this?

Almost everything above runs through your phone: timed entry, restaurant waitlists, ramen-shop lists, and the map that finds the Yaesu exit. Buy and install a travel eSIM at home on Wi-Fi, keep your home SIM on for bank codes, and switch the travel line on after landing.

One option is the Fizen Japan eSIM, on **KDDI, 4G and 5G** (catalog checked 26 October 2026). Fixed plans run from 1 GB for 3 days to 20 GB for 30 days and slow to 384 kbps once the data is used, enough for messages but not maps. Unlimited plans run from 3 to 30 days at up to 10 Mbps. Most plans cannot be topped up, and more data means a new eSIM, so size it for the trip: a week of maps, waitlists and photos sits comfortably in 10 GB for 7 days, and heavy video uploads point to unlimited. Plans change, so check the eSIM tab in the app or fizen.io/esim for current plans for Japan.

If a verified fault on Fizen's side stops the eSIM working, you get a free 1-for-1 replacement for the length of the trip, or a refund for the days you could not use, handled by a real person in chat. Changed plans? An unused, not-yet-installed eSIM can usually be taken back; eligibility depends on the plan, check Package details or ask chat.

The honest alternative: a pocket Wi-Fi router suits a family sharing one connection, and a local SIM with a Japanese number is the better buy for a long stay. Fizen is building the stablecoin neobank for people on the move: a wallet you own and travel data in one app. [New users get US$10 of eSIM credit in the Fizen app's eSIM tab](https://link.fizen.io/s/B3Aenpj7fz?ref=blog.fizen.io).

Sorted, the trip looks like this: the Ramen Festa shortlist open on your phone in the ticket line, and the refund kiosk done before you check in.

The minimum is 5,000 yen, tax excluded, per store per day.
