# USDT to VND in Vietnam in 2026: What the Law Says and How a Visitor Can Spend USDT

- Description: Searching USDT to VND in Vietnam? The State Bank does not treat crypto as a means of payment, the 2025-26 pilot has licensed no exchange yet, and a visitor cannot simply sell USDT for cash. What the official sources say and the QR route that pays the shop in dong.

**Quick answer:** As of 2 November 2026, Vietnam does not treat crypto as a lawful means of payment, and the latest report I found (27 July 2026) says its 2025-26 pilot has licensed no exchange, so there is no licensed place to sell USDT for dong. A visitor who holds USDT can spend it through Fizen QR Pay, where the shop is paid in dong into its Vietnamese account and never handles USDT.

**Key takeaways**

- **Crypto is property, not money.** The Digital Technology Industry Law (in force 1 January 2026) recognises digital assets as property but not as legal tender or a lawful means of payment (Watson Farley & Williams).
- **No licensed exchange yet.** The pilot under Resolution 05/2025/NQ-CP had five valid applications and no licence as of 27 July 2026 (VietNamNet), and foreign organisations cannot be licensed.
- **Penalties target domestic investors.** From 1 September 2026, Decree 284/2026/ND-CP fines Vietnamese residents VND 30 million to 50 million for trading on unlicensed platforms.
- **The visitor route is QR, not cash-out.** QR Pay pays a Vietnamese QR code in dong; it does not hand you banknotes.

You are standing at a hotel desk in Da Nang with USDT in your wallet and a taxi to pay for. Search "USDT to VND" and you get pages of rates and cash-out offers. What those pages rarely say is what Vietnamese law says about all of it, which matters more than the rate.

This guide sticks to official and major-outlet sources, as of 2 November 2026\. It is information, not legal advice. [Get the Fizen app](https://link.fizen.io/s/B3Aenpj7fz?ref=blog.fizen.io) and your travel eSIM gift is waiting: exclusive to new users, US$10 of eSIM credit the moment you join, which pays for up to 30% of each data plan until it is used. Pay with USDT or by card in the app, and the same app pays the QR at the pho stall and the Grab driver.

## Can you pay with USDT in Vietnam?

Not directly. The State Bank of Vietnam said in October 2017 that issuing, supplying and using bitcoin and similar virtual currencies as a payment is prohibited, citing the non-cash payment decrees (VietnamPlus, 31 October 2017). The Digital Technology Industry Law, passed on 14 June 2025 and in force since 1 January 2026, made digital assets property under the Civil Code (Article 46) but, per Watson Farley & Williams (27 January 2026), they are not legal tender and "may not be used as a lawful means of payment for goods and services." Under the pilot, offering, trading and payment of crypto assets must be conducted in dong (Vietnam Law Magazine, 19 September 2025).

So a shop that takes USDT straight from your wallet is relying on something the official sources do not approve. QR Pay is built around that gap.

## What does the 2025-26 pilot actually change?

VietNamNet adds that under Resolution 05, foreign organisations are currently not eligible for licences. Reuters, via Cointelegraph (17 March 2026), reported officials drafting rules that could stop Vietnamese users from using overseas platforms, with no date given.

## Is there a licensed way to turn USDT into dong yet?

For a visitor, I found only one controlled route. Tuoi Tre News reported on 15 January 2026 a Da Nang sandbox that lets users convert USDT to dong at three named locations, capped below 500 USDT or five transactions per account before ID checks, through an app called Basal Pay. It is a local pilot with a site list, not a general cash-out. Beyond it, I found no official source that licenses a street changer, gold shop or peer-to-peer cash-out for visitors.

That is why the rate pages you find for "USDT to cash Vietnam" are reference prices only. I do not quote one, because it moves by the minute and a counter may pay less.

## What do travellers and expats report?

I could not open forum threads, so this paraphrases a 2026 search roundup of guides, which are partly exchange marketing. Peer-to-peer sellers usually need a Vietnamese bank account to receive dong, which a tourist rarely has. The most repeated warning is the cancel-order scam, where the other side rushes you to cancel an order. Cash desks quote worse rates than peer-to-peer, and carrying large sums of cash in Vietnam attracts pickpockets.

## How can a visitor spend USDT legally in Vietnam?

Skip the cash-out. With QR Pay you scan the shop's own code, and Fizen settles the dong to the merchant's Vietnamese account, so the shop is paid in dong and never touches USDT. Fizen QR Pay lets foreign visitors pay VietQR, VNPay, MoMo and ZaloPay codes from USDT, with the amount in dong shown before you confirm. It is for visitors only: residents of Vietnam cannot use it in Vietnam, and it pays only the QR codes of Vietnamese account holders. The order is: create or import your non-custodial Fizen wallet, get USDT on Solana or BNB Chain into it, deposit from the wallet into QR Pay (no gas on BNB Chain, a little SOL on Solana; KYC per wallet and per device, and a new device needs KYC again), then scan and pay. USDT on another network, or another token, cannot be deposited. Limits: US$800 per payment and US$1,000 per week, no daily limit. The Fizen wallet is self-custody. QR Pay works differently: USDT you move into QR Pay is governed by the Fizen QR Pay Terms, so only move in what you plan to spend. Steps: [QR Pay getting started](https://docs.fizen.io/help-center/fizen-qr-pay/getting-started?ref=blog.fizen.io).

It is not a cash-out: you cannot withdraw banknotes or move dong to your own bank. Keep a little cash for stalls with no code. Our [QR payment apps guide](https://blog.fizen.io/tourist-qr-payment-apps-vietnam-how-they-work-2026/) shows how the codes work, and [Is crypto legal in Vietnam?](https://blog.fizen.io/is-crypto-legal-in-vietnam-2026/) gives the plain-English summary.

## What about data, so you can pay anywhere?

QR Pay needs a connection at the counter. As of 2 November 2026, Fizen's Asia plan (18 countries) runs on Viettel Mobile 4G in Vietnam, and fixed-data plans slow to 128 kbps after the allowance. Check the eSIM tab in the app for current plans.

## Frequently asked questions

#### Is USDT legal in Vietnam?

Digital assets are recognised as property under the Digital Technology Industry Law in force since 1 January 2026, but they are not legal tender or a lawful means of payment. Holding is not the same as paying with it.

#### Can I exchange USDT for Vietnamese dong as a tourist?

No licensed exchange had been reported as of 27 July 2026, and foreign organisations cannot be licensed under Resolution 05/2025/NQ-CP. A Da Nang sandbox allows limited conversion at three named locations. I found no official route for street or gold-shop cash-out.

#### Can shops in Vietnam accept USDT?

Not as a lawful means of payment. A visitor spends USDT through QR Pay, where the shop receives a normal dong payment from Fizen.

#### How do I spend USDT in Vietnam as a foreigner?

Use Fizen QR Pay: put USDT on Solana or BNB Chain in your Fizen wallet, deposit into QR Pay, scan a Vietnamese VietQR, VNPay, MoMo or ZaloPay code and confirm the dong amount. Limits are US$800 per payment and US$1,000 per week.

#### Can I withdraw cash with QR Pay?

No. QR Pay pays Vietnamese QR codes in dong; it does not hand out banknotes.

#### Spend your USDT by QR in Vietnam with the Fizen app

Exclusive to new Fizen app users: your travel eSIM gift is waiting: US$10 of eSIM credit the moment you join, which pays for up to 30% of each data plan until it is used, so you save on the data that keeps your maps and rides working. Pay for the plan with USDT or by card (Stripe) in the app. Foreign visitors in Vietnam can pay VietQR, VNPay, MoMo and ZaloPay codes with QR Pay. The same app pays the QR at the pho stall and the Grab driver.
