- Description: The US got its first final stablecoin rule, HSBC put a Hong Kong dollar stablecoin in 3.3 million phones, JPMorgan took its deposit token to Ethereum, and 22 big companies said no to tokens of their shares. The week in plain words.

**Quick answer:** This week the US Office of the Comptroller of the Currency (OCC) issued the first final federal rule under the GENIUS Act, effective 18 January 2027\. HSBC launched RedCoin, a Hong Kong dollar stablecoin, on PayMe. JPMorgan expanded its JPM Coin deposit token to Ethereum for institutional clients. On tokenization, 22 listed companies objected to tokens of their shares on a planned ICE-backed venue, and the IMF found about 80% of tokenized stock trades are smaller than one share.

**Key takeaways**

- **US rules are getting real.** The OCC's GENIUS Act rule takes effect on 18 January 2027\. Rewards programmes will be judged case by case, with no safe harbour.
- **Banks are issuing.** HSBC's RedCoin went live on PayMe in Hong Kong, and JPMorgan's JPM Coin now runs on Ethereum for institutions.
- **Usage is growing faster than supply.** Allium counted US$482 billion in stablecoin payments in the first nine months of 2026, up 45%, while supply barely moved.
- **Tokenized stocks hit pushback.** 22 companies, including Microsoft, Alphabet and Goldman Sachs, objected to third-party tokens of their shares.
- **A token is not always a share.** Buying a stock token does not necessarily make you a direct shareholder. Read what the token actually gives you.

Two stories ran side by side this week. Stablecoins moved further into regulated banking, and the push to put stocks, bonds and deposits on blockchains met its first real resistance from the companies whose shares would be tokenized. Here is what happened and what it means if you hold or spend USDT.

## What did US regulators decide on stablecoins?

On 21 October the OCC issued its final rule implementing the GENIUS Act, the first final rule from a federal banking regulator under the 2025 law. It takes effect on 18 January 2027 and covers how firms, including foreign companies, issue dollar stablecoins in the US and how reserves are held.

- **Reserves:** a principles-based approach to diversification, with a minimum level of daily liquidity and limits on exposure to any single counterparty.
- **Rewards and yield:** the law bars issuers from paying rewards just for holding a stablecoin. The OCC offered no safe harbour and will review existing exchange rewards programmes case by case.
- **Still to come:** anti-money-laundering rules sit with the Treasury, and the Federal Reserve and FDIC rules are still proposals. Regulators missed the July 2026 deadline.

## Which banks launched stablecoins and deposit tokens?

**HSBC RedCoin (Hong Kong).** On 23 October HSBC launched RedCoin, a Hong Kong dollar stablecoin licensed by the Hong Kong Monetary Authority, on its PayMe app. HSBC says more than 3.3 million PayMe users can activate a stablecoin wallet in the coming days, and the HSBC HK app is coming soon. HSBC has not named the blockchain and warns that tokens claiming an HSBC link elsewhere are fraudulent.

**JPM Coin on Ethereum.** On 19 October JPMorgan's Kinexys unit expanded JPM Coin (JPMD), a dollar deposit token first launched on Base in 2025, to Ethereum. It runs on a public network but stays limited to approved institutional clients.

## Are people actually paying with stablecoins?

More than before. Data from Allium, reported in mid-October, puts identifiable stablecoin payments at US$482 billion for January to September 2026, up 45% on a year earlier, across about 1.04 billion transactions. Total supply grew only about 0.4% over the same period.

That flat supply is why Standard Chartered moved its US$2 trillion stablecoin market forecast from 2028 to 2030\. The bank kept the target and called the slowdown cyclical, tied to quiet crypto markets.

Closer to home for many readers, Circle wrote on 21 October that Vietnam's domestic payments are already digital, so the real role for stablecoins there is cross-border. In the Philippines, Visa said on 25 October it has no firm timeline for stablecoin transfers.

## What changed for USDT in Europe and on Bitcoin?

The European countdown continues. An ESMA opinion from 8 October gives MiCA-licensed platforms until 8 January 2027 to stop letting EU customers buy or trade stablecoins that are not authorised under MiCA, which in practice includes USDT. Selling, converting and withdrawing stay allowed during the wind-down. Separately, Circle's USDC becomes the first stablecoin under direct European Banking Authority supervision from 12 November.

On Bitcoin, Utexo, a Tether-backed project, now says USDT will launch on Bitcoin on 28 November, later than the October date reported earlier. The first phase uses the RGB protocol, with Lightning targeted for early 2027.

## What happened in tokenization this week?

- **Companies pushed back on stock tokens.** By 24 October, 22 companies, including Microsoft, Alphabet, Goldman Sachs and Wells Fargo, had objected to third-party tokens of their shares on a planned venue from ICE, the owner of the New York Stock Exchange, and a crypto exchange partner. Under the SEC's innovation exemption, a platform cannot go ahead if the issuer objects.
- **The IMF looked at who buys.** Its October Global Financial Stability Report found about 80% of trades in the tokenized stocks it studied were for less than one share, and more than half of trading happened outside US market hours.
- **Governments are borrowing onchain.** Luxembourg placed a EUR 1.7 billion, 10-year digital sovereign bond on 14 October. Hong Kong's record digital green bond, about US$2.55 billion, priced in late September. The UK named six banks to lead its first digital gilt pilot, targeted for early 2027.
- **Markets are stretching their hours.** Nasdaq plans close to 23-hour weekday trading in US stocks from 6 December, subject to final readiness.

## What does this mean if you hold or spend USDT?

Rules are tightening around who issues stablecoins and who may sell them, not around holding them in your own wallet. If you use a platform in the EU, check its plans for USDT before 8 January 2027.

For travel, the Circle point matters: in Vietnam and the Philippines, shops keep using local QR codes, and the stablecoin works in the background. Fizen QR Pay does exactly that for visitors: you fund it with USDT on Solana or BNB Chain, scan the local code, and the merchant receives local currency.

For tokenized stocks, read what you are buying. A stock token usually tracks a share rather than making you a registered shareholder, and the IMF found these tokens more volatile and less liquid than the shares themselves. Fizen offers tokenized US stocks and ETFs bought with USDT or USDC on Ethereum; treat them as investing, not saving.

## Frequently asked questions

#### When do the US GENIUS Act stablecoin rules take effect?

The OCC's final rule takes effect on 18 January 2027\. Rules from the Federal Reserve, FDIC and Treasury are still in progress.

#### Is HSBC's RedCoin live?

Yes. HSBC launched RedCoin on PayMe in Hong Kong on 23 October 2026, with wallet activation rolling out to PayMe users in the following days.

#### Can I still hold USDT in the EU after January 2027?

The ESMA opinion targets services by MiCA-licensed platforms, which must stop EU customers buying or trading non-authorised stablecoins by 8 January 2027\. Selling, converting and withdrawing stay allowed during the wind-down. Check with your platform.

#### Does a tokenized stock make me a shareholder?

Not necessarily. Many stock tokens track the price of a share without making you a registered shareholder. Read the product terms.

#### Why did 22 companies object to tokenized shares?

The filing reviewed by Reuters does not give their reasons. Their objections apply to one planned venue's third-party tokens of their shares, not to tokenization in general.
