**Quick answer:** December is cold, dry and bright in Tokyo and Kyoto, with normal highs of about 12C, and snowy in Hokkaido, where Sapporo averages 113 cm of snowfall in the month. The Japan Weather Association expects a milder than normal winter overall for 2026-27\. Niseko United plans to open on 28 November 2026\. The catch is New Year: government offices close from 29 December to 3 January and many small restaurants shut, so plan cash and meals around it.

**Key takeaways**

- **Two Decembers in one country:** Tokyo and Kyoto average highs near 12C with little rain, while Sapporo averages a 2C high and 113 cm of snow in the month.
- **Ski season starts on paper on 28 November** at Niseko United, snow permitting, with night skiing planned from 12 December.
- **City illuminations are free; Nabana no Sato is ticketed** and runs from 17 October 2026 to 31 May 2027.
- **29 December to 3 January is the shutdown:** withdraw cash by 30 December and book New Year meals early.

You booked Tokyo for Christmas and Niseko for New Year, then a friend asked where you plan to eat on 1 January. Fair question. December in Japan is crisp, bright and lit up, but the last days of the year are when the country goes home and the family-run places you came for pull their shutters down. Here is the weather by region, the ski and light dates already set for 2026, what closes over New Year, and how to keep money and data working.

## What is the weather in Japan in December, region by region?

Japan runs a long way from north to south, so December means deep snow in one place and a light coat in another. These are the official 1991 to 2020 averages from the Japan Meteorological Agency.

| Region (station) | Average high / low | What it means for you |
| ------------------ | --------------------------------------------- | ---------------------------------------------- |
| Hokkaido (Sapporo) | 2.0C / -4.0C, 113 cm of snowfall in the month | Boots with grip; pavements freeze at night |
| Tokyo | 12.0C / 3.8C, 58 mm of rain, 174 hours of sun | Dry, sunny days, cold once the sun sets |
| Kyoto | 11.6C / 3.5C, 57 mm of rain | Cold temple floors, and shoes come off indoors |
| Okinawa (Naha) | 21.5C / 16.8C, 110 mm of rain | Mild, but not beach-hot |

For this winter, the Japan Weather Association's outlook of 30 September 2026 expects December 2026 to February 2027 to be warmer than normal across Japan, with less snow than usual on the Sea of Japan side. It also warns of short, sharp cold spells, and of snow on the Pacific side when low-pressure systems track along the south coast, which can slow trains around Tokyo for a day.

## When do Japan's ski resorts open for 2026-27?

Niseko United in Hokkaido lists **28 November 2026** as the planned opening for all four areas (Annupuri, Niseko Village, Grand Hirafu and Hanazono), with night skiing planned from 12 December. These are planned dates. Opening depends on natural snow, and the first week or two often runs only the upper lifts.

A milder winter forecast is no reason to cancel, but it is a reason to keep early December flexible and to choose bookings you can change. Pack boots with real grip, a thermal layer, and socks without holes for the onsen, temples and ryokan, where shoes come off.

## Where are the winter illuminations in December 2026?

- **Nabana no Sato (Mie, near Nagoya):** the 2026-27 season runs from 17 October 2026 to 31 May 2027, lit from around sunset until closing. It is ticketed, so buy ahead for the nights around Christmas.
- **Sapporo White Illumination:** Odori Park is usually lit from late November to late December. The 2026 dates were not confirmed when we checked, so look at the organiser's site before you build a trip on it.

One local detail surprises visitors: 25 December is an ordinary working day in Japan. Christmas Eve is a date night for couples, and plenty of families order fried chicken and a strawberry shortcake for it, so book a restaurant for the 24th early.

## What closes in Japan over New Year, and what stays open?

Shogatsu, the New Year holiday, is Japan's biggest family break. For 2026-27, government offices close from 29 December to 3 January and most businesses return on Monday 4 January. Only 1 January is a public holiday, but closures run deepest from 1 to 3 January.

- **Banks:** counters close from 31 December to 3 January. Convenience-store ATMs generally keep working, but withdraw what you need by 30 December.
- **Restaurants:** small family-run places mostly close. Convenience stores, fast-food chains and hotel restaurants stay open; hotels may want a booking.
- **Department stores:** many close on 1 January and reopen on 2 January with fukubukuro lucky-bag sales. Takashimaya plans to close on 1 and 2 January 2027.
- **Museums and sights:** each sets its own calendar, so check the venue before you plan a day around it.

What you get in return is the real thing: a bowl of toshikoshi soba on the evening of 31 December, temple bells rung 108 times around midnight, and hatsumode, the first shrine visit of the year, at Meiji Jingu in Tokyo or Fushimi Inari in Kyoto, with food stalls and long, patient queues. Long-distance trains fill up as people travel home and back, so reserve Shinkansen seats as soon as your dates are fixed.

## How do you pay and stay online in Japan in December?

Cards work in hotels, chains and department stores, but shrine stalls, small ramen counters and rural buses still want cash. Japan's departure tax rose to 3,000 yen per person on 1 July 2026; it is added to the ticket price, so there is nothing to pay at the airport. Our guide to [cash or card in Japan](https://blog.fizen.io/cash-or-card-in-japan-2026/) has the detail.

For data, buy and install a travel eSIM at home on Wi-Fi, keep your home SIM on for bank SMS codes, and switch the travel line on after landing. In December that matters on the ski bus out of New Chitose, or on 1 January when the cafe Wi-Fi you were counting on is closed.

The Fizen Japan eSIM runs on **KDDI, 4G and 5G** (catalog checked 25 October 2026). Fixed plans run from 1 GB for 3 days to 20 GB for 30 days and slow to 384 kbps once the data is used, enough for messages but not for maps. Unlimited plans run from 3 to 30 days at up to 10 Mbps, which handles maps, ride apps, video calls and uploading ski clips at standard quality. Most plans cannot be topped up, and more data means a new eSIM, so size it for the whole trip: for ten days that mix cities and slopes, 10 GB for 15 days or unlimited for 10 days will not run short.

If a verified fault on Fizen's side stops the eSIM working, you get a free 1-for-1 replacement for the length of the trip, or a refund for the days you could not use, handled by a real person in chat. Changed plans? An unused, not-yet-installed eSIM can usually be taken back; eligibility depends on the plan, check Package details or ask chat.

The honest alternative: a pocket Wi-Fi router rented at the airport suits a family sharing one connection, and if you need a Japanese phone number for a long stay, a local SIM is the better buy. New to the app? [New users get US$10 of eSIM credit in the Fizen app's eSIM tab](https://link.fizen.io/s/B3Aenpj7fz?ref=blog.fizen.io).

With that sorted, December looks simple: the shrine queue at midnight with your friends' pins on the map, and tomorrow's ski bus checked on the chairlift instead of at the lodge desk.
