# Credit Card Not Working in Vietnam: Why It Fails and What Actually Pays

- Description: Your card taps fine at the hotel and dies at the restaurant, and nobody at the counter can explain it. Here is what is actually happening, and how to pay the rest of the trip.

**Quick answer:** If you are a traveller whose foreign card just got refused at a Vietnamese counter, the cause is usually the terminal, not your bank: many Vietnamese merchants configure their POS to reject foreign-issued cards, and VietQR merchants never accepted cards at all. QR Pay, available in the Fizen app for travellers in Vietnam, lets you scan the local QR code and pay from a USDT balance, with the amount shown in dong before you confirm.

**Key takeaways**

- **Two different failures.** A card that works at the hotel and fails at the restaurant is usually a merchant-side limit, not a bank block. A card that fails everywhere is usually your bank.
- **VietQR is not a card rail.** Vietnam's national QR standard, run by NAPAS under the State Bank of Vietnam, connects Vietnamese bank accounts and e-wallets. Foreign Visa and Mastercard do not connect to it, so Apple Pay and Google Pay do not help at a QR-only stall.
- **Cash has a real cost.** Vietnamese bank ATMs charge a per-withdrawal fee, and your own bank adds its fee and FX margin on top, according to a June 2026 guide on using foreign cards in Vietnam.
- **QR Pay is for travellers, not residents.** It runs on USDT on Solana and BNB, KYC applies, and it is available where you are travelling, not where you live. A Vietnamese person in Vietnam cannot use it.

You tap your card at a restaurant in Hanoi, the terminal says declined, and the same card cleared your hotel bill an hour ago. Nobody at the counter can tell you why, and the staff are already looking at the next table.

It is usually not your bank freezing your account and not a broken card. Vietnam's card terminals and its QR rails are built for Vietnamese-issued cards first, and a foreign card sits outside that system at most of the places you actually eat, ride and shop.

## Why does my card work at the hotel and fail at the restaurant?

Your card works at the hotel because the hotel runs an NFC terminal built for foreign-issued Visa and Mastercard. It fails at the restaurant because many Vietnamese merchants configure their POS to reject foreign BINs, even with the Visa logo on the door (PayMoji, 18 July 2026).

The second failure is the terminal itself. In many Vietnamese restaurants, staff bring a cellular terminal to your table. Authorizing a foreign card takes longer than a local one, and if the signal is weak, the terminal times out and returns a decline before the request reaches your bank (PayMoji, 18 July 2026).

A third case: the terminal only processes domestic Vietnamese cards. These terminals connect to Vietnamese interbank networks, not Visa or Mastercard. Your card is not faulty, it is just not compatible with that terminal (NUS March Grad Show, 28 July 2026).

## Is my bank blocking the card, or is the terminal rejecting it?

If the same card fails at another shop, suspect your bank. Many banks flag Vietnam as high-risk and block transactions from there automatically, especially if you did not tell them you were travelling. The terminal shows declined and you get no explanation (PayMoji, 18 July 2026).

If it fails only at one shop, it is the shop or the terminal. If you moved from Hanoi in the morning to a rural area in the afternoon, your bank's fraud system may see two transactions too far apart and block the card defensively. This catches people mid-trip who did everything right at departure (PayMoji, 18 July 2026).

Check your card issuer's app for a notification requesting identity verification. A card that worked until a moment ago and suddenly stops is often under a temporary restriction, not cancelled. Do not open links in SMS or email claiming to be your bank; go through the official app or website (note.com, 3 October 2026).

## Why do so many Vietnamese shops only show a QR code and no card reader?

Vietnam went from cash straight to QR, mostly skipping the card-terminal-everywhere phase. Many local cafes, street food spots and market vendors never installed a card reader at all. They have a VietQR code on the wall and that is it (PayMoji, 18 July 2026).

VietQR is a domestic payment rail managed by NAPAS and the State Bank of Vietnam. It connects Vietnamese banks and e-wallets using one standardised QR format. Foreign card networks like Visa and Mastercard do not integrate with VietQR, so your foreign Visa cannot connect to it even if you tap your card or phone (NUS March Grad Show, 30 June 2026).

Apple Pay and Google Pay do not help here. They work at the same NFC terminals your physical card works at, and they do not scan VietQR codes. The QR code at the front desk or on the wall is linked to a Vietnamese bank account, not a contactless payment point (NUS March Grad Show, 28 July 2026).

## What do I do at the counter when the card is refused?

Do not keep trying the same card repeatedly. If you have another card or cash, switch payment method and complete the payment first. Then investigate the cause after you leave the shop (note.com, 3 October 2026).

If the terminal offers a choice between VND and your home currency, choose VND. Choosing your home currency means the shop or its bank converts at their own rate, which is usually more expensive (note.com, 3 October 2026).

## What does paying by QR in Vietnam actually cost me in ATM fees avoided?

Vietnamese banks charge a per-withdrawal ATM fee, and your home bank typically adds its own fee plus a foreign exchange margin. On a mid-size withdrawal, total fees can reach 3 to 8%, according to a June 2026 guide on using foreign cards in Vietnam. Smaller withdrawals are worse because the fixed fee takes a bigger percentage.

QR Pay avoids those fees entirely. You scan the local QR code and pay from a USDT balance you already hold, with the amount shown in local currency first. No ATM visit, no per-withdrawal charge, no foreign exchange margin from your bank.

## Frequently asked questions

#### Why does my card work at the hotel but not at the restaurant?

Hotels and malls run NFC terminals built for international cards. Many restaurants, cafes and market stalls run terminals configured for domestic Vietnamese cards, or accept only VietQR. The decline is the merchant setup, not your balance.

#### Can I use Apple Pay or Google Pay instead?

Only where the physical card works. Apple Pay and Google Pay store your foreign card, so they work at the same NFC terminals and fail at the same QR-only counters. They do not give you access to VietQR.

#### My card stopped working mid-trip. What happened?

That is often a geographic velocity flag. Your bank sees transactions in two places too far apart too fast and blocks the card defensively. Call the number on the back of the card, and give your full itinerary, not just your first city.

#### Should I still tell my bank I am travelling?

Yes. Some banks flag Vietnam as high risk and decline transactions automatically. Auto-detection is unreliable, so call or message your bank with your dates and cities before you fly. It takes a few minutes.

#### How do I pay a VietQR merchant without a Vietnamese bank account?

QR Pay in the Fizen app lets a traveller scan the merchant's QR code and pay from a USDT balance. The amount in local currency is shown before you confirm, and you keep your keys.

#### Pay by QR from a USDT balance

QR Pay lives in the Fizen app, for travellers in Vietnam. Scan the local QR code, see the amount in dong, confirm. New users get eSIM credit automatically the first time they open the eSIM tab in the app, valid 12 months.
