- Description: You added Suica to Apple Wallet, tapped Add Money with your Visa and got Payment Not Completed. Here is why that keeps happening to foreign Visa cards, and the fix list that gets you through the gate.

**Quick answer:** Many foreign-issued Visa cards still fail when you add money to Suica in Apple Wallet, while foreign Mastercard and American Express cards usually work, according to Japan guides updated in June and July 2026\. The fastest fixes: switch to a Mastercard or Amex in Wallet, try again once you are in Japan with Location Services on, or top up with cash at any station ticket machine or a 7-Eleven ATM.

**Key takeaways**

- **It is the card network, not your phone.** A June 2026 guide says foreign Visa top-ups are blocked at network level; a July 2026 troubleshooting guide says some only work once the iPhone is in Japan.
- **Mastercard and Amex are the easy route.** Foreign debit cards are hit and miss.
- **Cash always works.** Station ticket machines, 7-Eleven ATMs and convenience store tills all add yen to a phone Suica.
- **Tapping needs no signal; topping up does.** Add money before you go underground, and keep data on for the recharge.

You are at the Shinjuku gate with a phone Suica holding 140 yen, you hit Add Money with your Visa, and Wallet replies Payment Not Completed. The commuters behind you do not slow down. This is one of the most repeated questions in Japan travel forums, from 2023 to now, and the answer has changed more than once.

Here is the fix list, in the order worth trying.

## Why won't my Visa top up Suica in Apple Wallet?

Apple Pay sits between Suica and your card network, so a block can come from the network even when Suica and your bank are fine. A Japan guide updated on 4 June 2026 says foreign-issued Visa cards are blocked at network level for Suica top-ups, while foreign Mastercard and American Express cards work reliably and debit cards give mixed results. A troubleshooting guide updated on 27 July 2026 is narrower: Visa blocks some foreign-issued cards when the iPhone is outside Japan, which shows up as Payment Not Completed.

It has flip-flopped before. In a 2023 japan-guide.com thread, foreign-card top-ups failed for months and then started working again, and a reply warned that working today does not mean working next month. Plan as if your Visa will not do it.

## What is the fix list, in order?

1. **Use another card in Wallet.** Add a Mastercard or Amex to Apple Pay and pick it for Add Money. This is the fix most travellers land on.
2. **Try again in Japan.** Turn on Location Services for Wallet, update to iOS 17.2 or later, and retry after landing; some Visa cards only go through once the phone is in Japan.
3. **Reset a stalled recharge.** Cancel it, toggle Airplane Mode off and on, avoid public Wi-Fi and retry. Failed attempts can show as pending in your bank app and are usually cleared overnight.
4. **Check the billing address.** It should match the card exactly in Wallet.
5. **Remove and re-add the card.** Remove Suica from Wallet, wait about five minutes, and add it back from Previous Cards; your balance stays tied to your Apple account.
6. **Top up with cash.** At any station ticket machine choose Charge, or use a 7-Eleven ATM, or ask a convenience store cashier to charge your Suica in cash.

Two smaller traps. A foreign Visa cannot recharge Suica directly on an Apple Watch; do it from the Watch app on the iPhone. And the overnight maintenance window, roughly the early hours Japan time, blocks card top-ups but not cash ones.

## Does the Welcome Suica Mobile app fix it?

Not necessarily. JR East launched Welcome Suica Mobile for overseas visitors on 6 March 2025\. Its App Store listing says top-ups go through the card registered to Apple Pay, Apple Pay is the only payment method, the balance expires 180 days after issue and leftover money is not refunded. Because it still charges through Apple Pay, do not assume it gets round a Visa block. Cash at a ticket machine still works with it.

## What do people who have done it say?

- **Suica may not appear until you add a payment card.** A traveller who added a card to Wallet without enabling Apple Pay could not see Suica until the card was on Apple Pay.
- **Top up above ground.** A Tokyo forum expert notes that adding money needs a connection to your bank, while tapping and checking the balance work offline, so load enough before the subway.
- **Keep the 7-Eleven ATM as plan B.** Visitors in the 2023 japan-guide thread used it when card top-ups failed.
- **Carry two card brands.** In 2023 one poster topped up to the limit with a Mastercard debit card while others were reporting failures, which is why a second card brand is the real fix.

## Why does mobile data matter for Suica?

Every Add Money is an online card payment, so a phone with no data cannot top up, whatever card you hold. A working data line will not fix a Visa block, but it removes the other reason recharges hang: a weak signal at the station, or a café Wi-Fi network that drops mid-payment.

A travel eSIM installed at home is one way to have that line from the arrival hall while your home SIM stays in for bank texts. As of 26 October 2026, one option in the Fizen catalog is a Japan plan on KDDI 4G and 5G, from 1 GB to 20 GB and 3 to 30 days, slowing to 384 kbps after the high-speed data, plus unlimited plans with a 10 Mbps ceiling; check the eSIM tab in the app or fizen.io/esim for current Japan plans. Plans are data only and most cannot be topped up, so size for the trip.

If an eSIM fails on Fizen's side, a real person helps and a verified fault gets a free 1-for-1 replacement for the length of the trip. Changed plans? An unused, not-yet-installed eSIM can usually be taken back; eligibility depends on the plan, check Package details or ask chat.

## Frequently asked questions

#### Can I top up Apple Pay Suica with a foreign Visa card?

Often not. Guides updated in June and July 2026 say foreign Visa top-ups are blocked or only work once the iPhone is in Japan. Foreign Mastercard and Amex usually work.

#### How do I top up Suica on iPhone with cash?

At a station ticket machine choose Charge and place your phone on the reader, or use a 7-Eleven ATM, or ask a convenience store cashier to charge it in cash.

#### What is the maximum balance on Suica?

20,000 yen, per a Japan payment guide updated in June 2026.

#### Do I need internet to use Suica in Apple Wallet?

Not to tap through gates or check the balance. You do need a connection to add money with a card.

#### Does Welcome Suica Mobile work with Visa?

It tops up through the card registered to Apple Pay, so the same network rules can apply. Cash at a station machine works regardless.

#### Will a travel eSIM fix a Suica top-up failure?

Only if the failure is a lack of data. It does not change how your card network treats Suica.

#### Have data before the ticket gate

Choose a Japan plan by data size and days and install it on home Wi-Fi before you fly. Pay by card via Stripe (international Visa or Mastercard, Apple Pay or Google Pay), or with USDT on Solana or BNB Chain in the Fizen app, where new users get US$10 of eSIM credit in the Fizen app's eSIM tab, no code needed.
